PVEP SPEED UP THE ROLE OF REPRESENTATIVES IN PETROLEUM PROJECTS

Recently, PetroVietnam Exploration Production Corporation (PVEP) has successfully organized a Conference of Chief Representatives / Representatives at petroleum projects.

The Meeting was chaired by Dr. Tran Hong Nam - Chairman of the Board, Dr. Tran Quoc Viet – President & CEO and Mr. Nguyen Thien Bao – Vice President & CFO. Attending the Conference were leaders from Board of Directors, Executive Board, functional Divisions, Branches, Subsidiaries, Joint Operating Companies (JOCs) and Chief Representatives/ Representatives, members of management committees/ technical committees of all petroleum projects that PVEP participated in, contributed capital and operated.

The Conference took place while PVEP and its member units are trying to overcome difficulties due to the impact of the dual crisis of Covid-19 epidemic and the shocking oil price reduction. In the purpose of promoting the role and responsibilities of the Representatives in coordinating the activities of the projects in accordance with the policies and interests of PVEP, CEO Tran Quoc Viet required to concentrate on discussing practical issues related to the management of investment projects as well as the adjustment of related regimes, policies and regulations.

The contents presented at the Conference showed the way PVEP operated and managed its business activities and petroleum projects as well as the functions and duties of the Representatives in these processes.

Currently PVEP is implementing 35 petroleum projects, including 29 domestic and 6 overseas. In term of management, PVEP operates 7 projects, participates in joint operating of 9 projects and contributes capital to 18 projects. With the complex of legal provisions of petroleum contracts in Vietnam and other countries, the diversity of the investment environment and business culture of partners, the project management in which the role of Representative is the decisive factor for the success and performance of each oil & gas project.

At the Conference, delegates listened to speaker Le Song Lai, Deputy General Director of State Capital Investment Corporation (SCIC) sharing practical experiences with high reference values ​​in implementing investment projects, decentralization, mechanisms and policies for the Representative of state-owned enterprises in investment projects. Delegates attending the Conference also presented reports and discussed the situation, results, and difficulties in the strategy, implementation, projects management and supervision of the business plans.

The Conference assessed the suitability, difficulties of the Representatives in performing the tasks according to the current mechanism. In order to evaluate and exchange frankly, the Conference acknowledged many suggestions and solutions for further improving the responsibility and efficiency of work.

PVEP Chairman Tran Hong Nam and CEO Tran Quoc Viet have acknowledged and appreciated the practical opinions of all delegates. Given that the project management model with the role of Chief Representative / Representative is suitable with the current context and characteristics of petroleum contracts, PVEP Leaders expect all Representatives further understand their roles and responsibilities to approach and participate in project management closely and effectively, especially in the context of recent sharp decline in oil prices.

In addition, the Corporation will further promote the effectiveness of project management in the coming time through the following measures: Completing relevant regulations, coordination process for Representatives; Carry out the planning and training of human resources in charge of the positions of Chief Representative / Representative; Speeding up the completion of related Regulations / Procedures on KPI evaluation, reward, discipline, dismissal ... for Representatives to ensure work efficiency and motivate staff to contribute.

By renovating the approach, going into resolving each content and specific issue, the Conference has completed the set goals and promised to bring positive effects in project management of PVEP.
