Dr. Dang Ngoc Quy was born in 1973 in Bac Ninh. He graduated from Hanoi University of Mining and Geology (HUMG) in 1996, Master of Business Administration at Royal Melbourne Institute of Technology (RMIT); and Doctor of Philosophy in Geology.

Dr. Quy started his career in petroleum industry as an Reservoir Engineer for PetroVietnam Exploration Production Corporation (PVEP) from October 1996, Cuu Long JOC with many positions since January 2003 such as Senior Reservoir Engineer; Deputy Manager of Development Department, Deputy Manager and then Manager of Subsurface Department. In April 2009, he was appointed to Deputy Director of PVEP Integrated Technical Center (PVEP-ITC) and then Deputy General Manager of Petroleum Engineering Division in December 2009. In April 2010, he was appointed to Director of PVEP-ITC. May 2015, he was assigned as Deputy General Director of Phu Quoc Petroleum Operating Company.

More than 20 years of experience in oil and gas industry, Dr. Dang Ngoc Quy is highly appreciated by all management and colleagues through his positions and fields of work. With those outstanding achievements and contributions for exploration and production activities, on 14th February 2020, Dr. Dang Ngoc Quy was appointed as Vice President of PVEP, the key Company of Vietnam Oil & Gas Group.
